Building Permit & Zoning

Permits and approvals under the zoning plan are issued and inspected by the Zone Directorate.

The participant applies to the Zone Directorate with a petition for a building permit. Within the period set in the OSB Implementation Regulation (3 months from allocation), they submit the designs and required documents and obtain the building permit. Construction may not start without a permit; unpermitted construction is treated as illegal.

Documents required for a building permit

  • Land allocation contract
  • Contract between the participant and the building contractor
  • Contract between the participant and the building inspection firm
  • Soil survey report; architectural, structural, electrical and mechanical designs
  • Positive EIA decision or "EIA not required" decision
  • Notarised undertaking, signature circular, trade registry gazette, tax certificate
  • Receipt for the building inspection service fee

Although building permits are valid for 5 years under Zoning Law No. 3194, the OSB Implementation Regulation limits this to 2 years. If construction is not completed and the permit is not renewed by then, it lapses.

Occupancy permit

When all or usable parts of the building are complete, permission to use them must be obtained from the Zone Directorate. The participant applies with a petition and the required documents.

  • Social security clearance certificate
  • Completion letter from the building inspection firm
  • Lift design, for buildings with a lift
